Enfield Council say that the area is not a public adopted highway, hence, they are not responsible for its maintenance. They say that the landowner must be contacted directly, to report the concerns. They are Highlands Village Ltd.
Enfield council is currently in talks to adopt this area, however, it will take time. Unless the road is formally adopted, they cannot carry out maintenance on it.
