Dangerous Street Furniture

I had a nasty accident cycling along the Malago Greenway end of last week. My bike has been damaged and I was bruised and winded. You can see the location of the bike. I was lucky as it could have been a lot worse if I had hit the larger railing myself instead of my bike hitting it when I came off. As you can see in the photos, coming from one side the small railing is just about visible, coming from the other side, as I was, it is hidden by nettles. My right pedal smashed straight into it and was sent flying into the larger barriers and ended up in a heap on the floor.
Please can this hazzard be removed asap before someone gets seriously injured. Cyclists, runners, scooter riders, people with pushchairs are all vulnerable, especially at night. The railings are painted black which doesn’t help.
I can understand the point of the larger two, but not the smaller one, that is just dangerous. I also accept that the council cannot always remove nettles in time, but the small barrier shouldn’t be there in the first place.
I may make a small claim for the damage to the bike, but please fix this asap before someone gets badly hurt and the council ends up with someone suing for a lot of money.
