Light sensor is not detecting vehicles problem

I would like to know who designed the traffic light system at the Hare and Hounds At churchdown because who ever it was didn’t have a lot of sense there is no filter light if you’re coming from Cheltenham and turning right to innsworth and when you come from Gloucester turning right into churchdown most of the time you are turning left or right you are going through a Red light,the turning by the garage when you are coming from Gloucester you have a filter light but the real busy junction nothing, I think who designed that should go and learn how to the job properly the work on that junction took over a year totally a disgusting.
