Parking restriction required in T junction

Cars are parking in the entrance leading to the T junction of Eastwoods Rd & Leicester Rd. This leads to cars leaving Eastwoods Road being on the wrong side of the road as they approach the junction. Visibility into Eastwoods road is very restricted when turning left off Leicester Road this is causing many near head on collisions. One of these I witnessed myself this morning where a motorcyclist was almost hit by a vehicle entering Eastwoods rd. The whole problem is being caused by vehicles parking within the T junction. Some double yellow lines to restrict parking and create a safe approach to the junction would be a great addition to this roads safety.
