Fallen tree by Powlett Court - pathway leading from Powlett Road to Bathwick street

This tree has fallen away from the stake and the strap is gone. The tree is resting against the metal cage, but there's concern that this is damaging the tree and the tree is beginning to lean into the road. It's not currently stopping traffic or pedestrians, but there's concern about safety. Please can you take a look?
