Loose/rattling cover/ironwork problem

Southmead Lane (Bisley, Stroud)
The first section descends over perhaps 400-500 meters before ascending to a plateau. This first section does not drain and as a result the water coursing down the lane has gouged deep grooves from the lane and now takes parts of the asphalt and the rock beneath downstream into the Dillay.
I would like to find a way to repair the lane and stop the coursing water which contributes to its deterioration and to flooding downstream (Dillay and Slad Brooks).
First I need to establish which body to liaise with for the section in question, which corresponds (roughly) to the my three words : monkeys.hotspots.fish to glassware.names.crazy.
Could you help me with this?
