Rats and open rubbish

Llwydcoed Car wash CF44 next to family shopper, fly tipping, leaving open bags full of rubbish at least 7 bags full. Have been told once by council to not do this ignored and doing it again, this is next to a fish shop and there is a foul smell and rats in the area eating from the bags.

No update on area, reported to council multiple times. Failing to resolve situation.
The family car wash is over run with litter, a falling down car wash (which is very unsafe)- litter is covered across the floor. There is also dirty unhygienic chairs across the area. The owners have been old to clean up the area and became aggressive with environmental health previously. Area continues to have rubbish in bags and open all over the floor it makes the area look very run down.
