Street furniture in middle of shared use path

New street furniture has been installed on the shared use path between Stratton and town, opposite the Abbey way petrol station.
For some unknown reason this has been installed near the middle of the path, and not against the wall as shown in the photos.
As well as unnecessarily narrowing the path, this is an unmarked obstacle. In particular it is a small, black, unmarked cross-section that could easily be hit in the dark by a cyclist.
Ideally this would be moved, but at the very least it needs to have some sort of high visibility markings added to the sides to help avoid this risk.
It would be good to understand why it has been installed in this position, and whether there is guidances/rules that apply to work done on public right of ways.

This report has now been passed to the Highways team for assessment.
If repair work is required, it will either be classed as urgent or will be put into a planned programme of works to ensure it is repaired as efficiently as possible.
In some cases a temporary repair will be needed, to make the area safe, then engineers will return to make a permanent repair.
An update on the issue will be provided.
