The sign is illegible problem

Customer is asking for 20 Miles an hour Signs to be put on the road, as drivers are going too fast down the lane. Residents are walking dogs and riding horses in the area and it is becoming dangerous. Customer was almost hit by a van driving to quickly down the lane. Customer asked the driver to slow down and was verbally abused by them. vehicles are chewing up the verges trying to squeeze past each other down a one car wide lane.
