Unable to access our road in car due to bollards blocking access

Due to Thames water works taking place on Croydon Road near Langley Road the junction of the A222 at Elmers End green has been blocked off by the council meaning the residents of Eden Road (BR3 4AS) and Wimborne Way are unable to access their street from Croydon road in their cars. Eden Road is a one way street so we cannot go down our road from Raymond Road. We've received no direct communication about this. i spoke to Thames Water who said the bollards would have been put up by Bromley council. I'm unable to understand why we aren't being given access to our street given the circumstances. There are disabled people along our road (with disabled bays) so this is entirely inappropriate. Please can something be done immediately to resolve this as the Thames water work is due to carry on for 2 more days
