Aggressive dog not under control

There is a black and white spaniel that walks regularly in this park (daily around 0900-1030ish). 95% of the time it’s off the lead and quite often carries a ball. This dog is aggressive and not kept under control. It has been aggressive towards my dog 6 times now, it runs up and growls, showing its teeth, standing in mine and my dogs way. Last week I had to avoid this dog yet again as it was off the lead. I always ask the owner to recall his dog (poor recall) and put it on a lead, he refuses to do so. I am aware that this dog has bitten two dogs in Queensmead/Martins Hill, as well as showing aggression towards three other dogs. I am concerned about my safety and even more so, the safety of my dog as the spaniel is getting more and more aggressive. The owner is a white European male, mid 30’s, 5’7”, stocky build, brownish hair in a man bun. Please can something be done before another dog is attacked or a child.
