Led boards are too bright

Why are the bright (and blinding at night) led advertisement boards at bus stops and roadsides acceptable when there is a current push for the renewal of led street lights that reduce pollution/energy? The advertisement boards are clearly not reducing light pollution or energy useage but in fact doing the complete opposite?
