Single Bike lane bollard no reflector

This bollard 20 years from the lights between Stanley street and bank hall street is the only bollard that has been left as all the others have been lifted. The bollard has no reflective strips on and is not visible in the dark or bad weather. My mother has drove into bollard causing significant damage to her car as this was not visible and posing a huge danger to road users. Her and 3 passengers did not see it due to poor visibility and no reflective strips. The bollard is black and is camouflaged with the dark night.
