Reports that surface of alleyway is waterlogged and/or very muddy for most of the time - causing a hazard

The alleyway is between Cordingley Close and Station Rd Churchdown, and is used heaviliy by families going to and from the infant and junior schools.
I have had 5 reports in the last 2 weeks that the surface is either totally waterlogged or really mussy. This is causing children to have wet feet all when they arrive at school, or kids slipping in the mud and falling over. It also proving very difficult for people to push prams, buggies or wheelchairs in the alleyway.
