Obstruction caused by wall/building problem

There is an electric cable trailing across the Cotswold Way path. This is just at the top of some steps and is a trip hazard. I caught my foot in the cable (luckily no harm done) but if I had been walking in the other direction I might have fallen down the steps. The cable connects two electric fences. I don't know whether they were live or not.
