Gate is damaged/missing/locked problem

Further to my reports on 8th September (Web Reference: PRO005745, Enquiry Number: 11434777) and 26th September (Web Reference: PRO005823, Enquiry Number: 11437111) the gate at the entrance to Black Barn Farm is padlocked again at 4.45pm.
I went down to the farmhouse to see if someone could open it, but there was no response.
I am confused as I thought Public Rights of Way had to be accessible 24 hours a day, regardless of whether the owners of the land were there or not.
Unfortunately I haven't had any response to the previous two reports, so I have no idea if any progress has been made, but I hope this can be resolved soon. I will continue to update occasions when I attempt to use the right of way, but I would be grateful for some kind of response.

Should the issue pose an immediate danger to public safety such as:-
•Objects on the highway network (i.e. a fallen tree)
•Faulty temporary or permanent traffic lights (i.e. stuck on red)
•Exposed cables
•Multiple street lighting faults
