Smelly water discharge onto footpath and downs area

Along the side of the circus, there is a fence, resident was walking from the fence (Water towers behind him towards Ladies Mile) there is a discrete yellow pipe that is pumping out water towards the footpath and surrounding grass area, there is a really strong smell and the ground has become very boggy, There are puddles all over the footpath/running path, please investigate, thanks

The smelly grey water is being pumped from somewhere within the Circus onto the grass footpath/running path (Between the Circus fence and the pavement) via a hidden yellow pipe(Top left) - if the cafe next to the water tower is behind you, cross the road onto the pavement/grass footpath in front of the Circus then turn right towards Ladies Mile - you should see/smell the area, which will be on your left.
