Constant Dog Fouling

What are the council doing about the constant dog Fouling on the many areas of grass at this junction? Have just watched one of the main protagonists in broad daylight just after 11.30am leave her dogs mess as always. We have many children around here who play on these areas and in term times many more as there are two schools in this road. I have reported this to the council before and nothing is done..... surely you can stretch to a few signs on lamp posts, that would be a start???
