Consistent parking of a large pickup over double yellow lines on a corner with bad sight lines

Vehicle reg BP68YLD (black pickup) is consistently parking over double yellow lines on the corner of Bowling Road and Musley Lane, opposite the road that goes up to the King George estate. It started with a small encroachment and now they consistently park completely over the double yellow lines. This is a dangerous corner with bad sight lines and it is making it harder for pedestrians to cross and cars to see as they pull out. This has been going on for a few months now so I believe it must be a local resident and not a contractor or someone doing temporary work.
