We have bollards marking the drain that is blocked but no one is sorting it out!

Rain pouring down, street has not been swept or maintained for years. Drain is blocked and other drains in the road. Workers came week commencing 9thJan marked the area, moved the cars now nothing has happened!!! The drain is severely blocked! Please help! This is because this area has been severely neglected
