Restricting views and causing obstruction when entering and exiting T junction

One household has upto 7 vehicles includiding transit sized vans which continually park on both sides of the t junction blocking both the pavement for pedestrians and obscuring views for drivers both exiting and entering Dunstall gardens which has already caused numerous near misses and altercations between drivers , we have a new estate currently being built at the end of Dunstall Lane and these vehicles are causing mayhem with the increased traffic caused by the construction vehicles and local traffic.This has been an on going problem for the last few months and is now getting worse because there is a new construction taking place on the corner of the junction who have decided to place a close boarded fence up which has reduced the view at the junction for traffic even more, this is a accident waiting to happen , residents around the estate have been in contact with the council and local community officer but nothing yet seems to have been done, as stated before this is just a matter of time before someone is either hurt or perhaps killed.
