Gulley blocked yet again due to inadequate clearing of accumulated leaves

As can be seen from the photograph 50% of the highway is flooded and the footpath is completely blocked forcing pedestrians into the remaining part of the highway. Highly dangerous on this busy road. This section of road is the lowest point for at least 200 metres in both directions. It also receives serface water from 2 access drives serving higher properties. There is only one gulley to receive all of this water At night also visibility is poor and sadly much of the traffic along this road wilfully ignores the speed limit or even drive sensibly. Urgently needs attention
