Number 11 River End weekly pavement blocking

Number 11 River End every week put their bin in the middle of the dropped kerb pavement which is the sage crossing place for anyone being dropped off and picked up for the school. They leave the bins there every week and don’t move back when emptied for up to a few days some weeks. There is grassy areas and carpark where the other houses and flats from that road put there’s. The footpath is completely blocked every week and I daily use a double pushchair and have walking toddlers and school children I try to get passed. Have reported to council previously but no one seems to actually do anything.
