• Response from HBC: Thank you for your enquiry regarding an extension of 30mph speed limit on Bartons Road, Havant.

  Reduced speed limits may be considered where there is clear evidence that excess or inappropriate speed has been a recurring factor in collisions, but other factors such as the layout and character of road are also taken into account. When setting speed limits HCC complies with Department for Transport criteria, which has some emphasis on the existing mean speeds and safety history. The guidance also encourages that speed limits should be self-explaining and self-compliant, and it is therefore important that we set speed limits to reflect the road layout and conditions. The Police are responsible for speed enforcement, and they will not support any proposed speed limits that they feel will not achieve driver compliance and may merely create an ongoing enforcement problem. Experience shows that implementing lower speed limits with signs alone generally achieves only a marginal reduction in speeds.

  With the above in mind, speed limits would have been looked at during the planning phase of the new developments you mention, at which point the Police and local Councillors would have had the opportunity for their input.

  With regard to your concerns re excessive speed in general, it may be worthwhile you contacting the Police who are responsible for speed-related enforcement generally and speed limit enforcement specifically (including the installation/operation of speed enforcement cameras). • HCC emailed me to say that this would have been addressed during the planning application. In other words they will not move the existing sign even though there have been 4 housing developments added outside of this current signage. As usual with the council no one is interested in actually doing anything as that will involve some work and cost. Lets hope it doesn't cost any lives before the act.
