Continuous dog fouling at my back gate entrance

There are many people including this man who do not pick up their dogs mess from the grassy area at the back entrance to my property at 23 Main Street. I have seen this man many times from my window not picking up his dogs mess I’ve asked him previously to pick up after walking away he complied, but I know all the other times he does not pick up. Again I happened to be leaving the gate this morning and waited to let him know I was watching he picked up for one dog but not the other..and said the small dog only done a pee. This is an ongoing problem at the back entrance to the property which many of us use as it has acces to the car park. This man is just one of many but perhaps a presence from community safety may help to deter.
