Severe flooding

Severe flooding winchester road into winchester gardens. this is an ongoing problem for several years, and has been reported to highways department on numerous occasions. each time we have heavy rain the roads are flooded, water going over on to the pavements in winchester gardens, and actually flowing into properties gardens. this morning we cannot walk out of our property because of the flooded pavements. parents with young children and pushchairs are affected. drivers in vehicles are affected. the problem is getting worse. it is an absolute nightmare, a dangerous situation, waiting for a serious accident to happen. please advise.
