The cement rendering on the garden side of the wall started to come away about 36 sq feet maybe more plus that which has been reported before, luckily no one was underneath,plus your contractors who were working on the outside of the structure have left their scaffolding , plus the are using OUR garden for a storage for their spare scaffolding, and I have no idea who they are, trust you will look into this matter ergently as the postman and residents use the south facing garden entrance.
