Big lump across the road in the tarmac

Long raised lump across hogmoor road in the tarmac, adjacent to the side of 4 russells close. Every car, and especially lorry hits this at speed, they rattle and bang as they hit it. It is ruining living here, the noise is incredible inside the house, it wakes us all up. With all the construction in the area we have many lorries and skip trucks all day long and they make a deafening noise when they hit this, right next to our house.
