Car parked almost fully on the pavement

Care worker parks her car on the pavement. She puts almost all 4 of the wheels on the pavement restricting peoples access past. When it is time for the bins to be emptied she parks right next to the bins making the way past even more restricted. She has been advised to park in a parking spot across the road as the road is an accident hotspot. She has refused to do this and consistently parks in the same spot in front of a residents gate making access with heavy and bulky items difficult which I have witnessed in person. If her car gets damaged while someone is trying to get past in a wheelchair or pram then it will be the car owners fault. Something needs done to stop this person from parking on the pavement as residents are unhappy about it.
