Resident dropping fag butt's all over the carpark/Street and my front garden

There is a resident and her husband who constantly drop their fag butt's all over the street and in my front garden. The are out the front morning to night smoking like chimneys. They just throw them where ever and it's disgusting as I do not smoke and it looks awful. This has been going on for the past 5 years now but has got much worse in the last year. Please can you enforce some sort of warning as this is not on. 5 cavalry court Naseby avenue Ct203sn.

Here is a photo of the resident dropping her fag butt down the drain which is outside my home, when it rains the drain overflows and all the fag butt's end up outside my door and patio area. This drain is not near this residents home so she does it on purpose. This is happening everyday and it's just not on, the area looks and smells disgusting. I refuse to pick up fag butt's left on the floor by these people as I do not smoke myself. Something needs to be done ASAP, this is littering and I have small children that cannot play outside because the grass area is covered in fag butt's from this resident and her husband.
