Blocked pavement and collapsed drain

Vehicles are parking on the side access path to the garages next to number 25 but completely blocking path so anyone needing to access garages has to walk on the road also at start of access road the drain has collapsed due to vehicles driving across this to park on path . I have reported this numerous times requesting bollards but have heard nothing and latest vehicle has been there over a month have left polite note on screen as I don’t know who owns them but to no avail
