Garden rubbish

I used my drone I got for Xmas and I moved into new property I won on 2nd January 2021. I noticed a direct neighbour has awful lot of rubbish in the garden. I took photos with my drone.

There are dirty mattresses, dirty teddies, overgrown, normal rubbish in black bags. I think there will be rats in the garden. There is an alley to the side but it has a gate and lock and is all over grown.

Neighbours told me that they have contact the owner however he hasn’t responded to anyone’s request.

I do not want rats in my garden it is disgusting
