Unsightly rubbish bins left permanently at the entrance to our road

These bins are in respect of five residential flats which have obviously not been provided with a storage space for them and so they are left permanently on a public pavement. This is likely to escalate more as two further flats are being proposed. These bins present a very unattractive feature as one enters our 10 house cul-de-sac (Yew Tree Court) the entrance to which is shown on the left in the second of the two photos.
