Vehicles seemingly abandoned on double-yellow lines blocking traffic

There appears to be some cars "permanently" left here, under the trees on double-yellow lines. They have been present for some time now, given the debris/dust etc... from the trees and the dirt on the windscreen and bodywork. The column of cars has effectively reduced the road to a single track lane, and passing can be quite difficult, if not dangerous. Heading from the B480, up Pettiwell towards Garsington is difficult if there is traffic from the other direction.
