Overflowing bins

I am unsure who owns the flats On Cottingham road/Oakfield Court and whether or not this can be addressed here. The bins are often stuffed with rubbish and not very well which in this heat means they are open and smell badly. My house backs on to this so I am quite affected. I can see they have tried to space out the bins but no one is making any effort to put rubbish in the bins properly. I don’t know who owns it just to ask people are a bit more considerate or perhaps another bin is needed. Thanks
