Keep Clear box

Hello I wanted to report over use by rude store owner a keep clear box. He treat is as his personal parking spot and leaving notes to move away or shouting at people to don't park here. We have few of serious sick people in our area and once one person needed quickly park somewhere and use a keep clear box, person was truly unwell for couple of days and store owner did a complaint and community police force unwell sick person to move a car. Sick person was trying to explain what a store owner is doing but they didn't listen and force her to move a car. We are sick of how that store owner is using a keep clear box as his private parking spot. Even now he using it as his parking spot. The spot is remaining of old structure what isn't there anymore. There is no other signs on the street as old fading away "keep clear" text on the road and attached little sign on empty pole saying "not at any time" with symbol. Once parking warden catch his car parking on the box but waved and went away. Another time when parking warden was asked by person who lives here about this spot, the parking warden said nobody can park here, it's a keep clear box and you can get ticket for it. This isn't happening as new, it's years of abuse. Also we have a trash problems because store owner mentioned before with another store using our trash bin for thier business wastes and leaving pallets, and other stuffs, around us. We often have overfill bins because of their business wastes and we can not use them. It is really terrible. If you could somehow help I will appreciate it. Have a nice day.
