Bad flood affecting access to cul de sac

There’s a blocked drain on Elm Tree Close, which floods every time we have any significant rainfall. The resulting puddle is several yards wide and over a foot deep in places. In some places it is deeper than the kerb. It blocks the entire road, which means to access any houses or parking in the cul de sac you have to drive through the puddle. This is having a negative impact on rusting of brakes, and their effectiveness, and the undersides of the cars which have to pass through it repeatedly during the day. Additionally, we occasionally have to wade through it to get to our cars, especially if the road was dry in the evening and flooded in the morning. The flooding has occurred repeatedly over the 2.5 years we have lived here.
