4x4’s off roaders deliberately damaging right of way

Most weeks in this extremely wet weather there have people in 4x4’s deliberately driving in ditches, reeling their engines and spinning their wheels and causing deliberate damage to the right of way, the latter end adjoining Austrey rd being a restricted byway. They are causing huge ruts and hole and are deliberately damaging the surface to the point it is hazardous for others using the right of way legitimately to use. Their anti social behaviour with vehicles deters equestrians such of myself using this right of way on horse back as the the consequences of bumping into them while they are using the right of way in this manner are extremely dangerous.
