Neighbours repeatedly leaving their bin out all week

Number 10 has left their bin out all this week (today is Tuesday) bin out since last Aednesday

Number 11 left their recycling bin out for the entire week the week before. As it was very windy, the bin kept blowing out on to the alley way between #9 and #13.

#13 kept the bin on their land for a large majority of the week to prevent the bin causing damage/obstruction to other vehicles.

The leaving out of bins is becoming a bigger and bigger problem with the people at the bottom of the alley often not collecting their bins until the following week, when they do a “bin exchange” with the bin of the opposite colour.
