Pavement frequently flooded and/or covered in mud

This is a busy pavement with a school just around the corner, the shops and bus route just up the road. There is a dip in the pavement and water and then mud collects, just south of the bridge over the stream. There are usually cars parked so stepping into the road to avoid the water is impossible (and, in any case, would involve stepping through the mud patch which was once grass). The corner was refurbished by the utility company who dug it up. The bridge over the stream was also redone. The bit in between is a mess.
