Rubbish dumped on verges and highway

This issues has been ongoing for several years. The problem is concerning the state of the verges on the road through Christmas Common, mainly caused by residents dumping rubbish on them.
There a potential safety hazard, my neighbour who is one of the depositors, (who’s been doing this for several years), however, the rubbish started to accumulate outside my property, which I believed was unacceptable so I cleaned up the section of the verge outside my property. During the cleaning process I discovered the the rubbish wasn't just garden waste but old plant pots bricks, stones, polystyrene and other household rubbish and that over the years of this bizarre practice the rubbish has encroached over a 50cm of tarmac on the edge of the highway, please see attached photographs although 50cm may not seem much but this is a very narrow section of road, and oncoming vehicles having to encroach on the opposite verge.
Over the years the highway has changed from its original route as I believe the owner of the Orchard has done the same with logs sleepers and garden debris dumped on the verge and edge of the tarmac which appears to spill even further onto the road
Surely something can be done to remove this blight on the village?
Would it be possible for one of your engineers to come out inspect the are to determine just how much of the highway is unusable. I would be happy to meet to discuss.
