Dangerous traffic light phasing

I witnessed a van and car almost collide as both had green light heading towards chandlers ford. The size of the junction eg distance between traffic lights means people assume green is just for them so if coming from southampton chilworth turning right you do not expect oncoming vehicles accelerating to the 50 limit round the corner. I propose phased traffic lights one direction at a time to improve safety due to less confusion.
