Parking on yellow lines in Great dunmow high street.

Vehicles are always parking outside the bank, post office, fish shop, sometimes blocking the entrance to the traffic lights, causing queuing traffic, due to drivers, thinking it is ok to park outside the bank on the high st, when popping in the bank, or fish shop, post office. In all the years I have lived and worked in dunmow, I have never seen any traffic wardens? Can something be done, as it's very annoying when we just want to get through the high street.
